I want to extract the osm pbf file to gdb for the writer output OSM highway_poly line feature with max speed and Surface.

The FME is enable to read the format : OpenStreetMap (OSM) Protocolbuffer Binary Format (PBF)
Have you tried to create a simple Workspace:
File -> New -> Generate Workspace:
