Is the FME Work Bench or Quick Translator able to translate ESRI shapefile to a Model Space AutoCAD format? If so, what is required within the shapefile?

Yes, using the workbench you can translate a shapefile to an AutoCAD DWG file. There is a tutorial and video on it found here: https://knowledge.safe.com/articles/18703/how-to-convert-shp-to-dwg-esri-shapefile-to-autoca.html

We also have a Getting Started with AutoCAD tutorial that has a few articles that cover how FME handles DWG files.
