Would you be able to share a few more details with about what you are trying to achieve?
If you could share a sample Microstation DGN file that has labeled cells as well as the associated cell library. And tell us your current process for creating the labels for cells in Microstation.
This will help us understand and better assist you.

I was able to play around with a few things and was able to accomplish what I wanted to do. I used CenteredLableAdder and was able to create labels for all the cells in my DGN file.
