I want to understand the difference between two MapInfo Writers
I am running FME Desktop version FME(R) 2022.1.3.0 (20220928 - Build 22630 - WIN64)
The Writers are;
MapInfo TAB (MITAB)
Precisely MapInfo TAB (MAPINFO)
Is one Writer better than the other?

From the writer, there is the help documentation in the bottom left which should launch
Precisely MapInfo Extended TAB Reader/Writer (safe.com) support more file formats, >2GB tabs supported. If you want extended char length, use the extended tab reader/writer

+14One difference I have found is Character Encoding
MapInfo TAB (MITAB) allows you to set Character Encoding
Precisely MapInfo TAB (MAPINFO) does not
+55The MITAB seems to do long character string field lengths, but doesn’t support >2GB TAB files. If you need this, go to the Extended TAB reader/writer. You may also see a difference in how each handle the null case. There is a substitution of -9999 for null
