We have a domain account setup to run the 3 services required for FME Server 2022 to function. My question is simple, does this account need to be apart of the Administrators group?

No, I would not think so.
But your question is not as simple as you think.
I guess you have some issue running something somewhere?

The FME Flow service account will require read/write permissions to the install location, shared resources and any network drive that may be referenced from processes running.
Depending on your database connection string, it may also require DBO on the referenced database (if using windows auth to connect - I don’t recommend this approach)
