Can I use FME to look at availability of another softwares floating license?

As the title says, I'd like FME to look at the floating license of another software, read into who is using a license and then send those users an email asking them weather they need to be using a license/politely telling them to give me their license!

It depends completely on the licensing mechanism used by the other software. If that licensing mechanism has an open API or command line tool to query its license manager, it should be doable, otherwise it might be hard or even practically impossible.
