when opening TAB files with Arabic text, arabic text gets "___ _______"

Hi

I have just downloaded FME disktop tro convert TAB files to KLM, but when opening TAB files containing arabic text, all arabic text get normalized to _____ ____...

it seems an encoding problem, how can I resolve it?
