Tags to segment of polygon

Hello there,

I discover the situation, that in my CAD (dgn, Microstation) data exist tags (label) to the part (line) of a polygon (igds_type: shape). I'm able to get to tags which are connected to the whole polygon, not when it's connected only to a part (line). Any solution how to get to tags through FME?

Hope the picture will help to understand. Blue color is the polygon and light blue is the line with a tag with the number 15 which is called oc. I can normally see tags called tp and sc but not oc and ul.
