You're correct, we did have a demo for the FME WT17 using some of the free Planet data for California. I've attached the workspace. planet-reader-demo-2017-1.fmw
I think Planet Explorer should be able to tell you if there is imagery for your area of interest

I have tried both the planetdata reader and the featurereader with the expected parameters and a valid API. The readers appear to be accessing available parameters similar to the ones in the tutorial referenced, but do not expose the "visual" feature type. All other types, e.g utm, analytic, thumbnail, etc appear to be exposed.
I can confirm that imagery for the area of interest appears to be available in the planet explorer (beta) as daily shots or monthly stitchups. A monthly stitchup for May 2017 for the AoI was seen with the search parameters below.
I'm sure the trick will be one of the parameter settings, I'm just not sure which one....
Any further clues on this would be appreicated.

What version of FME are you using? The Planet API changed just after the FME 2017.0 release. Try installing the latest version of FME 2017.0 or the 2017.1 beta. OR, under the Planet Reader Parameters, try typing Assets: visual instead of using the the Select Assets list.
The current software installed is 2017.0.1.1 Build 17291.

Here is the latest attempt with 2 different setting of the planet data reader. Neither is returning anything.
@pat_uow In your URL it looks like you are trying to access 'Item Type' PSScene4Band. I don't think these Item Types have a 'visual' Asset. Check the Planet API docs for the types of Item Types and their corresponding Assets. In FME, if I choose Item Type PSOrthoTile then I can see the 'visual' Assets. In Planet Explorer, I couldn't find a way to itemize the list of items in navigator panel.
Changes were made in the remote sensing readers to make them play nicer with FeatureReader in FME 2017.1. If you're able to @pat_uow I'd suggest grabbing the latest 2017.1 beta from http://www.safe.com/beta and giving that a spin.
