Loading Vector Tiles (.pbf) and merging to local file

I'm trying to load a vector tiles from the URL below but keep getting workspace generation errors. Can anyone tell me if this is possible please? I'd like to load at z=14 for the area of England and then merge the tiles into a single file to save locally.
