I try to change the 'Incoming Attribute' parameter in the AttributeEncoder to 'Use Bytes' instead of 'Honor Enconding' but still have this problem. In FME linux the speciale characters are OK, but not in Windows, i try different encoding but still no fix yet!

I have problems with special characters (e.g ä, ü, etc) in DGNv8 Windows, I use FME 2019 in the FMEcloud on Linux, I have a postgresdb for my data. I believe this is related to the DGN Writer storing encoding

Sorry. Not related. You have a problem with the Writer. What I have posted is a problem with the Reader.
And it was AutoCAD Reader, not the DGN one. My brain is going slow today, sorry :(
