Hello, for some reason, I'm unable to find EPSG: 6428 on FME Desktop when using the reprojector transformer. Is it considered a custom PCS? if so, how can I add it?

Looks like EPSG 6428 is available in either the EsriReprojector or the ProjReprojector in case you wanted to use either of those.
If you want to define your own custom coordinate system, you can follow these steps using the custom coordinate system tool. More on the differences in the Using Coordinate Systems article.
