I am using FME Workbench 2013 SP4 (ArcGIS Data Interoperability). Are there any known issues with HTTPUploader and certificates or what could be the problem?

How do I attach a network certificate to FME to use in the HTTPUploader transformer?
I am using the HTTPUploader transformer to perform a POST operation and it is failing because of a security certificate not passed to the server I am querying. I made sure to attach the cert to the windows cert store and can successfully get the data using a web browser manually. I believe, based on the error code "Peer certificate cannot be authenticated with given CA certificates", that the cert is not being passed to the server for some reason.
