If you have ArcGIS Pro installed on your machine then you have access to the arcpy.geocoding module with its Locator class, which can be serverless.  This puts geocoding in the hands of anyone with (say) a file-based locator.

@bruceharold does this module not exist in the AGS python install? Do we really need to have Pro installed?

It (arcpy.geocoding) exists in the Online Notebook runtime and Server Notebook runtime.  If you have a portal it is also in the ArcGIS API for Python.  It is not recommended you have Pro on an ArcGIS Server machine.
