I'm getting the error when reading from GDB 9.3 with FME 2008. Any ideas how to fix this?

FME 2008 and not 2018? If so, perhaps try a more recent version, FME 2008 isn't supported anymore. Only four major releases prior to the current release is supported by Safe, see https://www.safe.com/support/product-support-policy/
You can, however, install FME 2018 to a separate directory to maintain your old version in parallel, if necessary.
