I believe that FME doesn't support NVG, i checked the version FME 2017.
You can suggest like Idea here: All Idea

Nato Vector Graphics (NVG) seems to be unsupported still. It should become supported. I’m just reading an RFP where it’s a must and I expect to get a lot more these demands now that Finland is belonging to NATO.

I’ve looked to see if there was an existing idea for FME potentially supporting NVG, but seems not.
You can suggest the idea by navigating to +Start a post in the menu bar (at the top of the site beside your profile) and selecting Idea as the category.
