As a new user of FME, I would like to understand if it can extract tables from PDF to excel sheet?

It depends... can you post a sample PDF here?

Yes, it does depend on how the PDF was created. If it has recognised text elements the answer is definitely yes. If it is created as an image I’m not so sure.
