How to update related table automatically without duplicate record.

UG and OHTL are two feature classes. related table CircuitSection and ElectricLine.

Circuit section will keep 2 records UG and OHTL with the same Line name = A-B ans type as UG or OH.

ElectricLine one One record as Linename =A-B and total length which will be equal to all UC segments + All OHTL segments length.

How i can update these two related table automatically without duplicate records.
