i am new to FME and i could not find a way to import dgn annotation into ESRI Annotation FeatureClass.
Is this possible in FME ?

I know it is possible to do outside of FME. I have never done it with FME unless using an XFM-DGN.
To do it without FME, export your DGN to a DXF. Open ArcMap, Add Data, find the DXF, add the data. expand the DXF group layer, turn off all of the layers except annotation. Right-Click on the annotation layer and export to annotation feature class
