Sometimes the log files confuse what version of database I am using. Does ORACLE8I mean FME is trying to use Oracle version 8i?

No. ORACLE8I is a term we chose in the past and FME continues to use that term to refer to the Oracle format in general. The actual Oracle software installed determines the version of Oracle in use.
For example:
