@captonssj Notes on FME and Esri Versions and Compatibility and Reading ArcFM Geodatabase data using FME should help answer this question. In summary, you need to contact Schneider Electric to get the 64bit ArcFM Object Reader and also install the ArcGIS 64bit Geoprocessing.
You'll also need a 64-bit Oracle client too!
