Here a couple of suggestions that have worked for some users:
A) Windows Defender might be preventing the installer from creating the directory- Open Windows Defender Security Center and navigate to the following:
- Click Virus & threat protection
- Click Virus & threat protection settings.
- Scroll down to Controlled folder access and temporarily switch to the OFF position.
- Try the installation again.
- Try installing FME Desktop using command line with INSTALL_USER_DOCUMENTS=no (ensure you use lowercase "no"): Installing FME Desktop from the Windows Command Prompt.
- If you still don't have any luck, please send the Safe Software support team the installer log as described here: Does the FME installer produce a log file?
