For FME Server 2016.1, you will need to grant:
- Manage Dashboards (under General)
- Download and Read for Dashboards (under Resources)
- FME Server Web User Interface (under Applications)
For FME Server 2017.0, you will need to grant:
- Dashboards - Access
- Access and List for Dashboards (under Resources)
