Yes, the perils of the beta version. I was able to reproduce as well, using build 17151.
Consider reporting it directly to Safe support.

@tomfriedl @david_r - This issue with 'Zoom to selected feature' in the FME 2017.0 Beta has been verified fixed in Build 17185 or newer.
