Turns out we can do this now. Its a bit buried in the settings, but when you add a DWG (or DGN) writer, you can open up the Advanced Parameters and you'll find:

Note - it is also settable in the Navigator pane in workbench too -- just find the DWG writer and then open up the Advanced section.

I'm on FME 2016.1.3.2 and I can not find this CS Storage setting for the DGN (v7, v8) writers. Can someone please confirm?
