Upgrade Jobsubmitter to handle token and DataDownload

With the new deployment parameters it would be nice to upgrade the Jobsubmitter also. To handle:


  1. Tokens instead of username/password so you can more easily convert between different FME Flow instances
  2. Also start a DataDownload service
