It would be nice to be able to automate the Tile Layer update in ArcGIS Online, preferably without using credits. Something that could replace manual steps: export tile cache to tpk, upload tpk, import tiles from uploaded tpk to existing tile layer.

The only way to create a Tile package layer without consuming agol credits, is to utilise the geoprocessing functionality in Arc Pro. This could be converted to ArcPy and you could call this as a script in FME. Once you have the resulting .TPK file on disk, you can push/upload this to Agol storage without tiling credit costs
