Support importing Esri TileCacheInfo XML files in Geopackage Tile writer

ArcGIS ships with tile cache definitions for example in Pro at:

C:Program FilesArcGISProResourcesTilingSchemes

It would be handy to import these when writing Geopackage - provided the scheme is compliant.

Hi @bruceharold, is there an open standard schema for the XML files that you could link for me? I see some mentions in locations like:

http://desktop.arcgis.com/en/arcmap/10.3/tools/data-management-toolbox/generate-tile-cache-tiling-scheme.htm

but, I haven't found a document that describes all of the valid files we could expect to encounter.

It is kind of self-documenting in the XML elements, I bet Don would love to read it :-)
