role for select specific queue

I'd like to have a possibility to enable a specific user to run a job in a specific queue. Now I can select a queue only giving the Engines & Licensing manage permission to a role.

A workaround is to set a parameter and call a jobsubmitter.

It will be nice to add a permission that can enable the queue choice for the user.
