Reading VRTs has just arrived in FME 2071.1 betas. Early days, not yet tested. But I know the team is proud of what they have.
No plans to do writing to a VRT, or to create a VRT. But if a more detailed description of what would be desired can be provided, we're always open to looking at it. In that case I suggest we split this idea into 2 and file another idea for writing a VRT together with the description. @sigtill FYI

I can appreciate writing to a VRT data source would be out of scope, but creating a VRT control file for wkb geometry types would be of interest, just the wkb stuff:

This would be a more powerful way to define 'views' of file-based data sources, like how openaddresses ship a VRT with a CSV.
