New Writer: ESRI .lyr

I am working on a support case where a client is trying to convert a mapinfo TAB file to a shapefile (easy enough) but wishes to also retain the symbology information. It appears that the functionality to create a Esri .lyr file to pair with a shapefile/feature class does not currently exist. A "EsriStyler" transformer/Layer File writer would be an excellent addition.
