Get rid of the FlexLM licensing system for FME Desktop and move to something more flexible and new.

FlexLM is nice, because it sticks with what a lot of the other GIS software licensing uses (esri, Hexagon/Intergraph, QTM, etc).

We are looking towards using FME Server installations as the licensing manager for FME Desktop. This project is still in its infancy, so expect a lot more communication to come as the functionality matures. We may have limited features available for FME 2022.

Please note that any deprecation/removal of FlexLM is a long time out and we will do our best to over-communicate any plans!
