Expose Dynamic Engine credits API

It would be great if we can retrieve the Dynamic Engines credits remaining metric from the FME API.


We can somewhat already be informed by "Low Credits" System Event, but it would be great if we can poll these metrics from time to time into our monitor system in order to get better insight in the timeline of this metric.


Hopefully this idea is sufficient to be posted :)

We can actually use the internal API of `fmerest/v3/licensing/payg/credit` for this, which returns `remainingCredit: number`.
