When generating topology, sometimes what looks like an intersection may not really be one - for example, a street dataset where a street passes under an overpass but doesn't physically connect to it. Flyovers, bridges, cloverleafs.
Adding a "Consider Node Elevation" parameter would support correct topology building for datasets where elevation matters, and make the z coordinate handling behavior explicit and predictable.
