FME_JVM_MAX_HEAP_SIZE to:
FME32_JVM_MAX_HEAP_SIZE
FME64_JVM_MAX_HEAP_SIZE
The 32-bit version can use ca. 512m, the 64-bit version can use the full memory

+1- Safer
As a workaround, consider creating a batch file wrapper for one or both of the versions of FME that locally sets FME_JVM_MAX_HEAP_SIZE before starting FME.
