Enable custom format plugins to be deployed from Server admin console

Deploying a custom format plugin currently requires access to the installation directory, namely subdirectories: formatsinfo, metafile, schema and plugins.

Perhaps make these subfolders accessible via the admin console, or have a parallel directory/directories within the Resources/engine/plugins folder that can be read on startup.

FME Server Admin Console is being deprecated for 2023.0 and we plan to remove it in 2024.0 from the installer. We are introducing a new CLI feature, but operations like installing custom formats will not be in scope.
