Definitely. The problem with per-engine is, you can't use FME Server for large data-processing jobs. As a user I have to use Desktop instead because you get 8 engines running per license (although until a few years ago it was unlimited :-( ). To get 8 engines running a job with FME Server would be absurdly expensive by comparison, especially when it's a irregular process. FME Cloud is similarly suboptimal.
