Cesium 3D Point Cloud Writer: Add function to create "tileset.json"

It would be nice if the Cesium 3D Point Cloud Writer would automatically create "tileset.json" file corresponding to the point cloud dataset (*.pnts).

Why not inspect features with Visual/Data Preview and Feature/Record Information before writing them into a destination dataset?

    Double this, I was surprised to find out this is not the case currently.

    If you use the Cesium tileset writer it seems to write out exactly the same .pts file as the Cesium pointcloud writer but with the associated tileset.json file.
