Always expose "fme_feature_type fme_dataset fme_basename"

Make sure that the following attributes are available on ALL formats (seems to be missing still in FME2019 on DWG atleast)

- fme_feature_type

- fme_dataset

- fme_basename

I had a similar problem exposing the file name of GML datasets in a dynamic FME workflow. So a yes from me!
