Currently the Esri ArcGIS Server Feature Service transformer does offer a handful of authentication types, but non of them offers the use of a web connection.

The packaged Esri ArcGIS Feature Service reader/writer (from the Esri ArcGIS Connector package on FME Hub) offers Web Connection as an authentication type for the Standalone Server option.
