The setting recalculates the Initial Extent and Full Extent of the Feature Service, making the results a lot better than the current behavior.
This setting is available in the soon to be deprecated ARCGISONLINEFEATURES format writer.

While the setting on the original ARCGISONLINEFEATURES writer does provide better results for the extents, we unfortunately won't be bringing this into the new package based writer. This setting relied on using the file geodatabase format to upload, but we removed that dependency to support newer functionality like big integer attributes.
Managing the extents of the feature service would be better suited under this idea here:
