I wanted to read a strata data (.dta) so as to perform some operation and write it out in another format. This was not possible because no strata reader.

FME can read the SAS format and Stata should be able to export to SAS, so you might be able to find a solution that way. In order to read/write SAS format FME does require additional software to be installed. See the SAS reader/writer page for more details:
