Add Snapping to LineCombiner

As with the AreaBuilder, the LineCombiner is used a lot in combination with snapping.

Adding a snapping tolerance to the LineCombiner would allow to handle the features just once and could improve performance.

And it would be consistent with the AreaBuilder.

Seems like this is realized with the new FME 2018 Tolerance setting.
