This is now been a long standing issue and has not implemented or resolve since version 2015. I think it is driving ITS and FME developers wild

Agreed, we have a lot of government clients insisting on using proxy pacs.

As long as the proxy.pac is configured in the global proxy settings (Windows Internet Options), then FME should be able to pick it up automatically, so long as the script isn't too fancy.
