Add ArcFM Reader and Writer

Script and procedure which is provided here is obsolete.


On the other hand, FME Desktop is no more with 32Bit.


I observed that users with ArcFM is increasing which implies very much need to add ArcFM reader & writer rather doing a round about solutions.


I hope, it is useful for many users.
