Stanford's Temporal Tagger - SUTime - would provide the ability to recognize, extract, and normalize time expressions in textual data. It will convert next wednesday at 3pm to something like 2016-02-17T15:00 and would be an extension of the Natural Language Processing (NLP) functions that have recently been implemented in FME transforms.
