It would be useful to be able to extract the geometry of a partial shapefile, when the .shx and/or .dbf are missing.

The shapefile reader could have a parameter that controls whether to fail on incomplete data or let it pass.

OpenJUMP, QGIS and GDAL ogr2ogr all can read shapefiles missing the dbf.

I'm pleased to let you know the bulk mode enabled Shapefile reader (SHAPEFILE) released in FME 2019.0 is able read partial shapefiles.
