With the switch to the new licensing model in FME Server 2016 (and newer) – FME Server will not connect to the same pool of licenses used for Production, as an example. For anyone installing FME Server in a testing environment, consider using a Temporary License (which can be issued automatically from the Web Interface) or contacting your Account Manager for an additional serial number.
