If there any way to configure Server Apps to have require authentication by default? Would it be possible that only an Administrator have permission to turn off authentication on a Server App?

Server Apps require authentication by default.

Seems appropriate - but doesn't look to be possible. The only thing you can do would be revoke the option to Create Apps from roles. Perhpas you should create an idea. If you really need this feature you could try and get in touch with support to see if there is some kind of workaround
