With FME Server 2016, I licensed with a temporary license, but now I want to put the permanent license, and the web page Engines & Licensing don´t show the button necessary. Look below:

In the past, I've seen this occur if there was a problem with DNS resolution or a firewall preventing access. If you open the developer tools in the browser and refresh this page, you will likely see some REST API calls that don't succeed. Here is an example of one of the licensing calls, in my case it works and the Status Code is 200:
I think you may see an error here. Likely due to DNS or firewall problems.
This might also happen if you have configured FME Server (2016.1 or Older) for Active Directory and did not set the SECURITY_SUPERUSER_ROLE.
